Public bug reported:
Trying to add a user DSN with ODBCManageDataSourcesQ4 or
ODBCCreateDataSourceQ4 as an ordinary user fails in trusty. I believe
this worked in the past. Now one gets an error that /etc/odbcinst.ini
is not writable. The file to write to is of course ~/.odbc.ini
