After adding

to the vsftpd.conf I got the UTF8 in response to the FEAT command! So, problem 
solved!

I consider it to be a kind of 'undocumented feature'  since the setting
is missing in the man-page.

Also I assume the default of this setting can be defined at compile time
by the package maintainer.

In Fedora 23 utf8_filesystem=YES seems to be the default.

Howsoever, IMHO the core of the problem is the non up-to-date man page.
