Here's a thought: I don't know anyone running Ubuntu servers who's using the stock PHP because it's usually too old. People either use Ondrejs PPAs, compile themselves or use some other vendor (i.e. Plesk provided packages).
PHP 5.6 support ends August 2017. That's 9 months of backporting security fixes. PHP 7.0 is supported until December 2018. If you ask me, this is a no-brainer.
