Are you running it in a chroot? Could it be bug #1630025? Also, could you share your /etc/default/bind9? The only thing that update did was source that file before starting the service. The previous version was ignoring that file entirely, and now it's not, so you might have been running bind9 with an assumption that those options were being applied and they were not.
