When you switch an expired (previously incomplete) bug back to new, you
have to provide additional information. You didn't even answer my
question from comment #3.
Also, it looks like the reporter deleted a lot of files:
modified.conffile..etc.apache2.mods-available.reqtimeout.load: [deleted]
Including the one we are talking about.
