The reason why it is not loaded is the following error:
Load smb config files from /etc/samba/smb.conf
params.c:OpenConfFile() - Unable to open configuration file
"/etc/samba/smb.conf":
No such file or directory
Error loading services.

Copy the smb.conf from /usr/share/samba/ to /etc/samba/smb.conf and you
should be fine.
