During the installation of Eucalyptus on Ubuntu, one is asked for the IP
addresses for publicly visible images. These IP addresses must
necessarily be on a subnet that the nodes can see (because they will
proxy for the virtual machines), so it should be possible to assign such
IP addresses dynamically using DHCP.

When an instance is started, the node controller should ask the DHCP
server for a public address for the instance. If it is unable to get
one, then the instance should fail to start in the same way that it
might fail if there were a shortage of any other kind of resource needed
for the instance.
