Public bug reported:
/etc/init/eucalyptus-cc-publication-ip.conf should be changed so that
all ip listed in eucalyptus-ipaddr.conf be announced in a loop.
Currently make the announce as a single command which does not work as
avahi-publish only accept one ip as its argument. This is very
important on a cc where the nc are on a separate network from the the
clc.
