The best theory that I have about this bug is that it's related to some sort of failure in the NSS lookups for the current user, resulting in the ticket cache permissions not being changed, but I can't entirely reconcile this with the debugging messages you're seeing.
I think progress on this bug is stalled on finding a reproducible test case.
