/usr/share/tomcat6 is not writeable by webapps for security reasons, I don't see why we should remove one of our security layers around tomcat just to please one specific (and not packaged in Ubuntu) webapp.
I'd suggest that OpProject should create its directory elsewhere, in a pre-created, tomcat6-owned directory. If it's hardcoded to CATALINA_BASE, then it's a bug in OpProject (should at least be CATALINA_HOME).
