The package xplico is not a part of Ubuntu. However, in researching this issue, I found that a newer version of xplico is available here:
http://sourceforge.net/projects/xplico/files/ And v0.5.8 of the .deb does not include libmysqlclient16, but rather depends on it appropriately.
