So it looks like in eucalyptus 2.0 the Walrus must be started before (or together with) the CLC. The Lucid autoregistration discussions made it clear the CLC must be up before the Walrus can be registered, so everything is designed to have the CLC installed before (the Walrus downloads its seed from the CLC).
