The directory, /etc/php5/apache2, seems to have disappeared before the "pre removal" script from libapache2-mod-php5 version 5.3.2-1ubuntu4.2 was run. Its possible that this was caused by some bug in dpkg but I think rather unlikely, and there's nothing in the log that would suggest that happened. Is it possible that you removed this directory on accident? Please check that it exists. If it does not, then as a workaround, try doing 'sudo mkdir -p /etc/php5/apache2' and then running the upgrade process again. You may also want to purge the package and re-install it (and anything that depends on it), so you get a new clean copy of the config files. After reviewing the prerm script, it is making a perfectly valid assumption that a directory owned by its package still exists when making that .start file.
