Public bug reported:
Obviously the public IPs are not allocated to the instances directly, but are
mapped via NAT on a controller. I don't appear to be able to talk to the public
IP mapped to an instance from the instance itself.
It's a fairly odd thing to be wanting to do, but it works on EC2, so for
compatibility's sake I suggest Eucalyptus modify the NAT rules to make it work.
