I wonder whether something is getting confused with respect to
networking. Could you try changing the line:
bind-address = 192.168.1.208
in /etc/mysql/my.cnf to
bind-address = 127.0.0.1
? Then restart mysql, and re-try the upgrade?
Also, please post (non-sensitive) contents of any files under
/etc/mysql/conf.d.
