I don't think this problem has been fixed yet. I'm running Maverick
10.10 with the updated ntp, but the problem is still occurring:

This is a brand new installation. The sequence of steps to reproduce
this are:

1. Install Maverick on a RAID 1 system. Separate / and /home partition.
2. Install Updates
3. Install graphics card hardware driver
4. Download ifenslave. Configure bonding. Set static IP address. 
5. Install NTP
