Hello komputes, thanks for taking the time to file this bug report and
help us make Ubuntu better!

I tried this on natty, the current development release of Ubuntu, and it
worked as I would expect, with the passphrase dialog appearing in front
of guake.

I'm going to reassign to guake, as I don't think this is a bug in
OpenSSH, nor is it one that OpenSSH needs to fix, given that guake is in
universe only.
