I've just pushed http://bazaar.launchpad.net/~mozillateam/firefox/firefox-4.0.head/revision/822 , which means that firefox-dev will provide a mozilla-plugin pkgconfig file now (but I'm not sure I should upload this until after beta now).
In any case, the only open items are browser plugins, which is a pretty good situation to be in.
