Public bug reported:

OS: Ubuntu 10.04.2 LTS
Package: eucalyptus* 1.6.2-0ubuntu30.5

When terminating a bunch (say 20-40) of instances using euca-terminate-
instances, about half of them will go away and the rest remain in the
"shutting-down" state. Those remaining will not shutdown until manually
logging into each instance and typing the shutdown command. Seemingly
the only information in nc.log is "ERROR: doTerminateInstance() failed
error=101".

** Affects: eucalyptus (Ubuntu)
     Importance: Undecided
         Status: New
