Public bug reported:
When a message is released with amavisd-release that has an empty X
-Envelope-To-Blocked: header field all the recipients are excluded from
delivery and the releasing does not work.
Attached is a patch that rectifies this by not setting
"$have_recips_blocked = 1;" when there are no addresses in X-Envelope-
To-Blocked:.
