It seems like the clamav user was already present when you tried
installing clamav. If it was a fresh install, try to remove/purge
everything and reinstall clamav. If you made changes to the
configuration (/etc/clamav/*.conf), save it, then do the following:
apt-get purge libclamav6 clamav-base
This will remove everything. Then reinstall it.
