2 things are causing this failure.
a.) 'mount -t cgroup' just seems to show nothing (no idea why)
b.) /sys/fs/cgroup/*/lxc are root only readable

$ ls -l /sys/fs/cgroup/cpuacct/ | egrep "(libvirt|lxc)"
drwxr-xr-x  4 root root 0 Feb  1 19:55 libvirt
drwx------ 10 root root 0 Feb  1 20:28 lxc

Things to fix:
 * need trailing / on 'ls -l' (in case its a symlink).
 * figure out why those directories are read-only
