It's not a bug! most of linux servers are not routers and specially not with bgp that there there is a big options that a packet will go out using one interface but the answer will get through another interface\route. if you are operating a BGP router you should be aware of this issue in linux distros. what can be done is to add like "forwarding" option in zebra\vtysh an options to disable rp_filter using quagga interface.
