I can't confirm this. I'm on Ubuntu 11.10 oneiric with squid 2.7.STABLE9-4ubuntu4 and the bug is still there.
I tried to start squid after networking by changing the "start on" line in /etc/init/squid.conf to start on (started networking) but that doesn't help. The cache.log still says: 2012/04/16 08:52:37| Warning: Could not find any nameservers.
