adam_g figured out it was because of this setting in
/etc/keystone/keystone.conf:
[ec2]
driver = keystone.contrib.ec2.backends.kvs.Ec2
This should be set to:
[ec2]
driver = keystone.contrib.ec2.backends.sql.Ec2
