This looks like an upgrade ordering issue; bacula needs to upgrade its database but mysql-server is stopped at the start of the upgrade and is not yet started when the DB upgrade for bacula is attempted.
I'm not familiar with how ordering is figured out but mysql-server is just a recommends - so I don't think its guaranteed to be configured prior to bacula-director-mysql.
