Public bug reported: as far as I can see 0.7.0 has not been getting keys to the console for quite some time. cloudinit/config/cc_keys_to_console.py swallows up stderr when it runs HELPER_TOOL (/usr/lib/cloud-init/write-ssh-key-fingerprints).
