Thank you for reporting this bug and helping to make Ubuntu better. On a fresh install of munin on both Precise and Raring, /etc/munin /plugin-conf.d/munin-node already contains "user munin" under [munin_stats]. Here are the equivalent URLs from VCS in bzr:
