I don't think so. If there's a package to fix, it would be dkms itself,
not openvswitch-datapath-dkms. In Debian, we have:

Package: dkms
Depends: module-init-tools, gcc, make | build-essential | dpkg-dev, coreutils 
(>= 7.4), patch
Recommends: fakeroot, menu | sudo, linux-headers-686-pae | linux-headers-amd64 
| linux-headers-generic | linux-headers, linux-image

which I think is fine. What do you guys have in Ubuntu?
