I can reproduce this problem as it appears in your cache.log with the command: http_proxy=http://localhost:3128/ curl -H 'Accept-Language: pt-bz' http://nonexistent.example.com It looks like squid is simply looking for the language requested by the HTTP client, which is the incorrect one in your case. Thus I don't believe that this is a problem in squid3, but rather in your HTTP client or its configuration. As such, I'm marking this bug as Invalid in squid3.
