When we considered this for Dapper, it was certainly with bzr in mind; SVN wasn't on the table, so etc-in-svn is a misnomer. I think there have been several proposals to implement this through the Summer of Code program, but if it doesn't get done that way, it'll likely be high up on the Server Team's list for Edgy.
