The normal process is: See the release schedule[1]. In this case, we're well before Feature Freeze[2], so should be fine to sync the mailman package. Since we're after Debian Import Freeze[3], the package won't autosync. Please can you verify that the package builds and runs OK in Ubuntu, and then file a sync request bug [4], with a summary of your build/test results? Then the request will enter the sponsorship queue (as, according to the instructions in [4], you'll have subscribed ~ubuntu-sponsors when you filed the bug), and a sponsor will review the request (this usually takes a few weeks). In this case I think it shouldn't be an issue and would be approved (assuming the package works).
