Your proposal does nothing directly to address this problem.

But it eases other points, so why not considering it?

Most of the time improvement isn't about hitting the bull's eye, but rather about doing daily small things. Then the accumulative effect is what makes the difference.

For that it's important that people sift from discussing everything in advance to pilot scheme, otherwise there will be always fear of getting it wrong. People only get convinced by seeing, not by talking.
