Are all updates applied? Apt get update then dist-upgrade. Then try 
do-release-upgrade. I’ve seen that prevent it before.

Tried do-release-upgrade which said "No new releases..."  Realized it's 
probably due to the just-released 20.04.  A quick search of the web almost 
always lists do-release-upgrade.  Even if 20.04 had been out long enough, I'm 
not ready to move to that yet.   Short of "re-install" what are my other 
options?  Thanks for your help.
