The repositories have not changed. ubuntu-release-upgrader-core and ubuntu-release-upgrader-qt are from the same source package, and the binaries for the two packages were published at the same version at the same time to hirsute-updates. The only difference between these two packages is that ubuntu-release-upgrader-core is in main, while ubuntu-release-upgrader-qt is in universe. So it's possible the problem you experienced was due to a partial failure to update the apt sources, and you had an updated list for hirsute-updates/universe but not for hirsute-updates/main. The other possibility would be that you had hirsute-updates/universe in your apt sources.list but you didn't have hirsute-updates/main.
