- Upgrade from bionic appears to have errored on missing apache mods
- Couldn't repro myself, asked user for details about their system

LP: #1943373 Too many symbolic link levels: '/etc/mysql/my.cnf'
- Dupe of LP: #1934998 but that one expired.
- Copied my earlier analysis off that bug here, and asked same
question again. Still not sure how to reproduce but 2nd case
suggests there's a legit issue here.
