I added `server-todo` but really it's to put it in the virt teams face, as it's beyond my ken. *2084993 <https://bugs.launchpad.net/ubuntu/+source/simplestreams/+bug/2084993> : simplestreams* reviewed it with a hat of maintainer. It looks like "not a bug" but rather a poorly documented default and expectation. Certainly simplestreams can be *smarter* here, but when providing a url to a specific streams file, it works. it just takes a "guess" if you *didn't* point it to a streams file.
