Everything else seems to work:
        - mangled limits file, -controls fixed it
        - controls will mangle limits file

How does -controls mangle limits file?

Just my way of saying it changes the name correctly, not a bug. Sorry.

        - removes and replaces audio group for installer and new user

Note: does not work for a new user called "audio", In this case it will
add the user "audio" to the audio group, but not remove them.

This is not a bug, since each user will have a group made for them, and
if you call your user audio, the audio group will be the users audio
group.

Yes, that makes sense. It also makes sense for someone to call the user of a computer "audio" if that is the account doing audio stuff.

Try: sudo deluser audio audio
Error message: /usr/sbin/deluser: You may not remove the user from their
primary group

I think rather it is a bug that you can create a user with the same name
as an existing group.

I agree this is the root issue. I think this is why some applications always create both a user and a group if they are not running as root. It locks that username out of use. Perhaps we should create an audio user with a X password field.
