Yes, a little bit late. The libav removal bug is a little light on details: https://bugs.launchpad.net/bugs/1503223 The following Debian wiki gives some rationale for the switch back to ffmpeg from libav there. It also gives an analysis of which programs used which library (or both): https://wiki.debian.org/Debate/libav-provider/ffmpeg I hope everything we need in US has been patched/rebuilt to use the right library. There was probably a transition webpage, but I haven't searched for it.
