The -lowlatency and -generic kernel source packages are the same...in
fact, I don't think the former exists.  The difference between the
kernels in in configuration, not source (or is this not the case?
does the -lowlatency  kernel have patches that the other flavored
images do not)

Download it from the ubuntu servers:
http://us.archive.ubuntu.com/ubuntu/pool/main/l/linux-source-2.6.20/linux-source-2.6.20_2.6.20-16.31_all.deb

Or, get the vanilla (i.e., without any ubuntu specific patches) kernel
source at kernel.org:
http://www.kernel.org/pub/linux/kernel/v2.6/linux-2.6.20.16.tar.bz2
