When writing a program, it is a good habit to get into to assume nothing :)

The licence is whatever you specify.  There is no default licence.
Look at the fsf site for more info:

No idea on this one.  I don't use  wineasio, I am not a lawyer, and I
have never looked at the Steinberg licence.  :)
