Yes, that is true. Most people that uses Laptops are not aware of the cpufreq "thing". The reality is that Ubuntu uses cpufreq as default with the "ondemand" preset. To have control over it just install the Cpu scaling Applet in the gnome bar and then change the preset. I always use performance on audio.
IMPORTANT!!!!! If you have more than 1 CPU aka dual core, quad core, octa core, you should install and applet and assign it to each cpu !!!!!!!
