I've been troubled too sometimes by installed programs not showing in
the menu, and not only on xfce. However, lately I almost don't use the
menu anymore.
I installed synapse which finds most stuff instantly. Just hit
ctrl-space and then some letters associated with the program or file I
want to run and done.
While not solving your actual problem it might be a feasible workaround.

That didn't help much :(.
Perhaps I'm to stupid or it's simply inappropriate to expect that apps
are shown in the Xfce menu after installing a package, that does show
those apps in menus for other DEs. Maybe Xfce will educate me not to use
some apps or to run more apps by CLI, while I already run most apps by
CLI.
