Are you using Xfce?

I'm not using the screensaver, but xfce4-power-manager and it's started
under Menu > Settings > Settings Manager > System: Session and Startup >
Application Autostart. It should be possible to launch the screensaver
that way too.

Other WMs/DEs have other options similar to Xfce's.

For JWM you e.g. could add
<StartupCommand>xfce4-power-manager</StartupCommand>
to ~/.jwmrc, resp. instead of xfce4-power-manager the used screensaver.
