This happened to me a week or two ago on my US 10.04 system, just after update-manager pulled in kernel 2.6.32-61-preempt and called for a reboot. After several failed tries, I eventually tried rebooting to the old kernel
2.6.32-60-preempt, and the desktop came up completely.
Last night, update manager gave me 2.6.32-62-preempt, and a reboot into that brought up the desktop normally.
