You will only get a notification when there is a new LTS release.
However, if you really do want to upgrade, you can issue this command in
a terminal (primarily intended for servers, I think):

sudo do-release-upgrade

Also, just a side note - it seems you are using html mail. You should
change it to text only. Makes life easier for a lot of the readers, who
may not have a html capable mail client. 
Not an absolute rule for Ubuntu mail lists, but one that most people try
