Probably if you connect to internet, it may start looking for sources. It won't display packages until it has them in a cache, it seems. Not sure how it works. We developers usually do not use those tools a lot, unfortunately, so we tend not to know them very well. Being able to install stuff in a live environment is sometimes very handy, so please have another look at that. If you can't get any life off from it, please report a bug.
