After upgrading from Xubuntu 13.03 to Xubuntu 13.10, upon startup panel
settings not loaded.
In particular, in applications window no title bar is present: to make it
appear I always have to go into panel preferences menu.
Once the panel prefecence appear, the title bar shows up, even if a don't touch
anything in the panel preference window.
It seems that just opening panel prefecence widow, make setting to be correctly
reloaded.
