I was wrong with the previous proposal. After fixing bug #902500, the 01_ubuntu_desktop patch will be unnecessary, as dh-translations handles adding the X-Ubuntu-Gettext-Domain key. New proposal drops it, and unbreaks the 02_title_update patch to not include the X-Ubuntu-Gettext-Domain line added by the 01_ubuntu_desktop patch.
