I too am unable to reproduce the problem.  To test, I did the following:

Installed 13.04 fresh into a VBox VM.  I did the whole install in
spanish and used that as default except for keeping an en_US keyboard
layout.

After installation, I logged in and ran checkbox and discovered that the
welcome message was NOT translated.  The window widgets were translated,
but the text in the welcome message was not.
